Lifelong Learning for Community Health: LAFAM’s Local Capacity Building Framework – Pilot Initiative

In crisis contexts, long-term wellbeing cannot rely on temporary external aid alone. It requires sustainable frameworks that empower local populations with lasting knowledge, professional skills, and health autonomy. Through a pilot project in Shariya Camp in Iraq, LAFAM implemented a lifelong learning and local capacity-building framework that expanded the existing camp health center into a self-sustaining hub for preventive care, dental hygiene, and mental health support.

This framework transformed local talent into active health leaders across three core pillars:

  • Pillar 1: Community Health Literacy & Peer Mentorship. LAFAM established a health orientation and hygiene group composed of locally recruited medical students, supervised by a resident camp doctor. This team conducts individual health check-ups using structured questionnaires, maps overall health trends across the camp, delivers preventive education, and distributes hygiene materials to curb infectious diseases while directing patients to appropriate facilities.

  • Pillar 2: Specialized Skills Training & Oral Health Education. Under the guidance of a dental surgeon and LAFAM co-founder, the initiative fully equipped the camp’s dental care office and trained a local dentistry student to lead oral health education. To instill lifelong hygiene habits from an early age, the team conducted screenings for school children, distributing 500 toothbrush, toothpaste, and toy kits alongside 500 screening and pharmacy sets.

  • Pillar 3: Mental Health Empowerment & Professional Autonomy To address severe trauma—particularly among women—LAFAM partnered with camp leadership and NGOs to construct a dedicated psychological counseling center. By recruiting and mentoring camp residents with backgrounds in psychology, the center provided critical care to numerous women. Demonstrating the ultimate goal of lifelong capacity building, the lead psychologist recruited in the camp gained the expertise and confidence to eventually establish an independent private practice.

Building Enduring Capacity for the Future

By embedding education, practical clinical experience, and preventive health skills directly within the community, LAFAM’s pilot framework proves that local capacity building leads to true professional emancipation, healthier populations, and self-sustaining care systems in vulnerable environments.
